Children experiencing challenges associated with poverty or minority status can greatly benefit from policies that help their parents support their social-emotional growth and learning. In this report we examine some of the policies and programs in America that encourage effective parent engagement and lead to young children’s school readiness and academic success.

This brief provides an examination of the strength of supports for children’s early learning in Quality Rating Improvement Systems (QRIS) standards with an analysis of QRIS standards in 23 states, and Early Learning Guidelines (ELGs) in a subset of these states.
